Skip Kirkwood, MS, JD, EMT-P, EFO, CMO currently serves as the Chief of the Wake County EMS Division in Raleigh, North Carolina, a progressive county EMS agency that handles over 50,000 requests for service each year. In January 2011 he was installed as President of the National EMS Management Association, the professional organization for EMS leaders and managers in the United States. Skip has served as a paramedic, EMS officer, chief EMS officer and state EMS director in EMS systems in Hawaii, New Jersey, Oregon, Florida, Iowa, and North Carolina. He holds a Master of Science in Health Services Administration from Central Michigan University, a Juris Doctorate from Rutgers University School of Law, the Executive Fire Officer (EFO) certificate from the United States Fire Administration, and the Chief Medical Officer (CMO) credential awarded by the Centers for Public Safety Excellence. Skip's involvement with FTEP begain in 1993, when he served as a Reserve Deputy Sheriff in Multnomah (and later Clackamas) County, Oregon. As the serving state EMS Director, he initiated a statewide program to adopt and adapt "the San Jose" model to the needs of the emergency medical services community, and has been teaching EMS-FTEP for the last 15 years. He currently serves as the EMS-FTEP Project Chair for the Natinoal EMS Management Association.

This session will review areas of employment law relevant to the field training and evaluation program - agency liability, vicarious liability, and individual liability; negligent hiring, negligent supervision, negligent training, negligent entrustment, and negligent retention. Where case law directly applicable to FTEP exists, that case law will be examined and "lessons learned" extracted.

Jim can help leaders effectively obtain sustained, positive behavior through belief of an organizational mission.
Jim is currently in the research development stage for his PhD dissertation in Business Administration with emphasis in Organizational Leadership. Jim obtained his Master of Educational Leadership and Bachelor of Science degrees from Northern Arizona University in Flagstaff, AZ. Jim currently lives in Peoria, AZ with his wife and two children.
Sgt. Steven Kellams is a detective sergeant and for the Bloomington Police Department. Sergeant Kellams attended Indiana University from 1987 to 1991. In 1989 he graduated from the Indiana University Police Academy. In 1991 he was hired by the Bloomington Police Department and was assigned to night shift. During that time he was a breath-test operator, bike patrol officer, field training officer, and senior field training officer. Upon promotion to Sergeant he took over as Field Training Manager, Civil Disturbance Unit Commander, and Motor Unit Supervisor. Upon being assigned to the detective division in 2009 he took over the Special Investigations Unit which was responsible for investigating narcotics, vice, and carrer criminals. He is currently assigned to the detective division as the supervisor of the day shift general assignement detectives.
In 2000 Sergeant Kellams was instrumental in redesigning the field training program for the Bloomington Police Department and has taught that program to hundreds of departments throughout the United States. He has also instructed on field training issues at the national level when he presented courses at the 2002 and 2008 National Association of Field Training Officers conference. In 2005 Sergeant Kellams was awarded the Law Enforcement Officer of the Year for Monroe County for his work in Field Training. In 2000 he was elected state director for the Indiana Chapter of the National Association of Field Training Officers. He has served on the National NAFTO Executive Board and served as the President of the NAFTO Executive Board in 2009.
Sergeant Kellams is a certified ILEA training instructor and teaches courses in Standardized Field Sobriety Tests, domestic violence, officer safety, firearms, crowd control, and field training. He has over 14 years experience as a field training officer and field training manager.
